Liberia: Ellen Accepts LWSC Boss’ Resignation

President Ellen Johnson- Sirleaf has accepted the resignation of the Managing Director of the Liberia Water and Sewer Corporation (LWSC), Mr. Nortu Jappah, and relieved, from his post, the Deputy Managing Director for Technical Services of the Corporation, Mr. Elmos B. Glay.

In a formal letter to former Managing Director Jappah, President Sirleaf acknowledged receipt of his resignation dated July 5, 2012, and added: “I accept your resignation while expressing great disappointment that you were unable to set the example and provide the leadership that would have enabled LWSC to meet our operational goals.” She wished him every success in his future endeavors.

In relieving the former Deputy Managing Director for Technical Services, President Sirleaf, in her letter, said she was dismissing Mr. Glay from the post in keeping with Article 56 (a) of the Liberian Constitution. She noted that the decision is based upon the recommendation of the Board of Directors who have determined that he failed to perform satisfactorily, thus causing the entity’s inability in meeting operational targets of delivery of water to the citizens and residents of Monrovia.

Meanwhile, President Sirleaf has approved the Board of Director’s decision to appoint the current Deputy Managing Director for Administration, Mr. Emmett Watson, as Acting Managing Director, and the Project Manager for Urban Water and Sanitation as Acting Deputy Managing Director for Technical Services.

President Sirleaf hoped that the period of their services in these positions would be short, as she would want the Board of Directors to collaborate with the Director General of the Civil Service Agency in carrying out a professional recruitment process for the selection of the Managing Director and Deputy Managing Director for Technical Services, adding that those currently occupying the positions should be allowed to participate in the process. The two former officials had served in their various capacities since August 2011.
